To implement the requirements of higher authorities and enhance service quality, on the morning of December 22, 2023, Lideheng Green Innovation Space invited representatives from the Mentougou District Bureau of Science and Technology, the Taxation Bureau, the Statistics Bureau, and a third-party agency to conduct training for resident enterprises on topics including “specialized, refined, distinctive, and innovative policies,” R&D expense reporting, statistical compliance and inclusion in statistical reporting, and corporate legal affairs. In addition, the event featured a heartfelt year-end appreciation ceremony for the 20 participating companies.

This event was spearheaded by Bao Yijian, Executive Vice President of Lideheng, and Zou Qiaoru, Deputy Director of Finance and Assets, with Feng Liwen, Deputy Director of Control, serving as the chief organizer. The event was opened by Bao Yijian, Executive Deputy General Manager of Lideheng Company, who, on behalf of the company, extended heartfelt gratitude to the government authorities and the third-party trainers for their participation, welcomed the resident enterprises in attendance, and outlined the event’s objectives: “building bridges, providing practical training, offering policy support to businesses, and fostering development.” She expressed the hope that all participating enterprises would gain valuable insights from this initiative and stay aligned with national policy trends.

At the start of the training, three instructors—Yu Xuecheng, Chief of the Social Security and Non-Tax Revenue Section at the Mentougou District Tax Bureau; Li Yixiang, an official from the Financial and Administrative Affairs Section; and Jia Lijing, an official from the Income Tax Section—delivered focused presentations on key tax topics, including stamp duty and business ledger taxes, social security contribution status, and the additional deduction for R&D expenses. They covered relevant operational procedures, filing workflows, and important considerations, all delivered in a highly practical, “actionable” format. As the tax experts analyzed and addressed common issues, enterprise representatives in attendance took notes and photos, gaining valuable guidance to support their companies’ tax compliance efforts.

Subsequently, Zhang Jie, Section Chief of the Industry and Informationization Section at the Science and Technology Information Bureau of Mentougou District, presented an overview of the evolution of the “Specialized, Refined, Distinctive, and Innovative” policy framework, outlined Beijing’s current policies in this area, and explained the financial incentives available to SMEs that qualify. Her remarks helped businesses gain a thorough understanding of the policy landscape and encouraged them to take advantage of these funding opportunities as soon as possible, thereby safeguarding their interests and ensuring they can fully benefit from the policy measures designed to support Mentougou’s enterprises. Following this, Teacher Gu Qiyun from the Statistics Bureau provided a detailed briefing on fixed‑asset investment policies, clarifying key concepts such as the definition of fixed‑asset investment, the criteria for inclusion in statistical reporting, and the required documentation. To better assist companies, Section Chief Zhang and Teacher Gu made their personal contact information readily available during the session, adopting an approach of “not minding being contacted and welcoming inquiries” to address any concerns or challenges businesses may face.

In addition to aligning with government policies, the Lideheng Green Innovation Space Incubator has invited Attorney He Qun from Beijing Cehao Law Firm to deliver legal‑compliance training, as well as Ms. Wang Jiao from Beijing Dianyu Liang Technology Co., Ltd. to provide guidance on R&D expense subsidy and reward policies. Attorney He outlined common corporate legal risks, defenses available during contract performance, risk‑mitigation strategies for contracts, case studies on intellectual‑property legal issues, and trademark infringement concerns. Meanwhile, Ms. Wang offered a detailed explanation of the “Key Technological Innovation Support Program for Small and Micro Tech Enterprises,” helping participants gain a clearer, more practical understanding of how to apply for R&D expense subsidies and related initiatives.
