Deepening Intellectual Property‑Based Financial Services to Address Financing Challenges Faced by Science and Technology Enterprises — Mentougou District Steadily Advances the Comprehensive Pilot Program for Building an IP‑Financing Ecosystem

To deepen the comprehensive pilot program for building Beijing’s intellectual property‑based financial ecosystem, facilitate channels for converting IP value into economic benefits, precisely address financing challenges faced by technology‑driven enterprises, and ensure that business‑friendly policies are swiftly and directly accessible, a symposium for key enterprises participating in the 2026 Mentougou District Intellectual Property Financial Ecosystem Pilot was successfully held on the afternoon of May 27. The event was co‑hosted by the Zhongguancun Intellectual Property Promotion Center and the Mentougou District Administration for Market Regulation (Intellectual Property Bureau), with the Lideheng Lvchuang Space Incubator Workstation serving as the implementing partner. Sixteen key enterprises from the district attended the meeting. The session was chaired by Cao Chunshan, Deputy Director of the Mentougou District Administration for Market Regulation. First, Fan Rui, Director of the Innovation Services Department at the Zhongguancun Intellectual Property Promotion Center, presented the city‑wide intellectual property pledge‑financing service system and explained the pilot policy for “direct access and rapid benefit” under the special funding program, emphasizing process optimization, streamlined procedures, and data sharing to effectively enhance both financing efficiency and the timely delivery of policy incentives. Li Yanxia, Head of the District Intellectual Property Division, reported on the progress of the local intellectual property financial ecosystem pilot, outlined relevant support measures, and underscored ongoing efforts to strengthen policy provisions and service guarantees. Representatives from financial institutions—including the Industrial and Commercial Bank of China, the China Construction Bank, the Bank of Beijing, and the China Merchants Bank—then introduced their specialized intellectual property pledge‑financing products, providing tailored solutions to meet the light‑asset financing needs of enterprises.

Environmental disaster reduction 2 F satellite successfully launched! All-weather, all-weather ecological environment remote sensing monitoring adds new members


At 6: 53 on August 9, China successfully launched the No.2 F satellite for environmental disaster reduction at Taiyuan Satellite Launch Center. Environmental disaster reduction satellite 2 F is an operational satellite supported by the National Civil Space Infrastructure medium-and long-term Development Plan (2015-2025) and jointly led by the Ministry of Ecology and Environment and the Ministry of Emergency Management. The successful launch of the star marks the official networking operation of the environmental series "2 2" constellation (2 optical, 2 SAR) approved by the 13th Five-Year Plan, and the initial formation of a multi-element, all-weather, all-weather medium spatial resolution global ecological environment remote sensing monitoring capability.

China's first PM2.5 standard environmental monitoring is expected to be developed


The Ministry of Environmental Protection recently announced that the revised version of the Ambient Air Quality Standard will be publicly solicited for the second time from November 16, incorporating the disputed PM2.5 and ozone (8-hour concentration) into the conventional air quality evaluation, and tightening the PM10, Nitrogen oxides and other standard limits. This is also the first time to develop PM2.5 standards. The person in charge of the Science and Technology Standards Department of the Ministry of Environmental Protection stated that according to the current ambient air quality evaluation system, the ambient air quality evaluation results in some regions and cities in my country are not completely consistent with the subjective feelings of the people. Putting PM2.5 into the scope of mandatory pollutant monitoring is "both to solve environmental management such as haze."
