To deepen the comprehensive pilot program for building Beijing’s intellectual property‑based financial ecosystem, facilitate the effective conversion of IP value, precisely address financing challenges faced by technology‑driven enterprises, and ensure that business‑friendly policies are swiftly and directly accessible, a symposium on key enterprises participating in the 2026 Mentougou District Comprehensive Pilot Program for an Intellectual Property‑Based Financial Ecosystem was successfully held on the afternoon of May 27. The event was co‑hosted by the Zhongguancun Intellectual Property Promotion Center and the Mentougou District Administration for Market Regulation (Intellectual Property Bureau), with the Lideheng Lvchuang Space Incubator Workstation serving as the implementing partner. Sixteen key enterprises from the district attended the meeting.
The meeting was chaired by Cao Chunshan, Deputy Director of the Mentougou District Administration for Market Regulation. First, Fan Rui, Director of the Innovation Services Department at the Zhongguancun Intellectual Property Promotion Center, presented the city‑wide intellectual property pledge‑financing service system and explained the pilot policy for “direct access and rapid benefits” under the special funding program, emphasizing process optimization, streamlined procedures, and data sharing to effectively enhance the efficiency of financing and policy implementation. Li Yanxia, Head of the District Intellectual Property Division, reported on the progress of the district’s intellectual property finance ecosystem pilot, outlined relevant support policies, and underscored ongoing efforts to strengthen policy provisions and service guarantees. Representatives from financial institutions—including the Industrial and Commercial Bank of China, the China Construction Bank, the Bank of Beijing, and the China Merchants Bank—then introduced their specialized intellectual property pledge‑financing products, precisely aligning with enterprises’ needs for light‑asset financing.

During the Q&A session, representatives from three companies—Tashan Technology, Jingdiao Technology, and Dongxi Analysis—spoke in turn, each emphasizing that the pledge‑financing policies and efficient services at both the municipal and district levels have effectively unlocked the value of enterprises’ intangible patent assets, alleviated funding pressures for R&D and operations, and provided robust support for technological breakthroughs and the commercialization of research outcomes. They expressed gratitude for the targeted guidance and attentive support offered by the relevant authorities. Feng Liwen, Deputy Director of the Control Center at Beijing Lideheng Co., Ltd., stated that Lideheng will fully leverage the dual roles of its intellectual property workstation and its core business in energy conservation and environmental protection. On the one hand, Lideheng Green Innovation Space will continue to refine its service system, proactively aligning with and implementing the intellectual property service requirements set forth by both municipal and district authorities. On the other hand, as a leading player in the environmental protection sector, Lideheng will strengthen its capacity for independent innovation, accelerate the pace of patent filings, and standardize end-to-end intellectual property management. By drawing on the policy support at both the municipal and district levels, Lideheng aims to harness innovation to drive the development of the regional science and technology ecosystem.
In his concluding remarks, Li Jianrong, Deputy Director of the Zhongguancun Intellectual Property Promotion Center, emphasized that the intellectual property‑based financial ecosystem pilot program is a crucial lever for empowering enterprise growth and driving industrial upgrading. This symposium provided an in-depth platform for listening to businesses’ needs and identifying key implementation bottlenecks, thereby furnishing practical evidence for policy refinement and service enhancement, and facilitating targeted policy delivery and efficient, direct access to support services.
Following the meeting, the government, banks, and enterprises engaged in one‑on‑one, precision‑targeted matchmaking, holding in-depth discussions on issues such as tailored financing needs, challenges in implementing policies, and the commercialization of intellectual property value.
