On the afternoon of May 11, Xue Fengmin, Party Secretary and Director of the Mentougou District Bureau of Human Resources and Social Security, led a delegation to Lideheng Company and the Lüchuang Space Incubator for a fact-finding visit and policy briefing. The team discussed pathways to “optimize services and promote development,” providing targeted and efficient guidance to stabilize employment, strengthen innovation, and expand market access. Accompanying the delegation were relevant staff members, including Bao Yijian, Executive Vice President of Lideheng; Miao Li, Chief Financial Officer; Zou Qiaoru, Deputy CFO; and Feng Liwen, Deputy Director of Corporate Governance. Representatives from key incubator enterprises—such as Wolde’s, Zhongke Nautilus, and Xinxing HuanYu—also attended the exchange meeting.

　　Director Xue and his delegation visited the Lideheng Green Innovation Space incubator and its supporting service facilities, gaining an overview of the incubator’s operations and expressing their approval of its physical infrastructure and overall performance.

　　At the exchange meeting, Feng Liwen, Deputy Director of Control at Lideheng, presented an overview of the company’s background, its technological innovations and business areas, as well as the operational status and development plans of the Lüchuang Space Incubator, and raised several inquiries regarding relevant policies.

　　Heads of the various divisions within the Human Resources and Social Security Bureau provided face-to-face, item-by-item explanations on issues raised, focusing on policies related to “the recruitment of non-Beijing‑registered graduates,” “subsidies for maintaining employment,” “hiring of recent college graduates,” “postdoctoral innovation and practice bases,” “policies supporting demonstration incubation centers for startups,” and “mitigating employment‑related risks.” They also offered detailed guidance, drawing on specific challenges encountered during the implementation of these policies and highlighting key considerations.

　　Bao Yijian, Executive Vice President of Lideheng, on behalf of Lideheng and the resident enterprises, expressed gratitude to the District Human Resources and Social Security Bureau for its thoughtful care and policy support. She noted that this policy briefing not only provided enterprises with valuable guidance but also conveyed the government’s sincere concern and practical assistance in fostering business development, leaving a deep impression of warmth. As an entrepreneurship and innovation platform, Lvchuang Space is able to bring policy benefits to enterprises and support the advancement of scientific and technological innovation. The recognition from the District Human Resources and Social Security Bureau has been a great source of encouragement for us.

　　Finally, Director Xue Fengmin delivered a concluding address. Director Xue stated that this exchange yielded substantial insights, providing a clear understanding of the environmental protection sector and related industries, as well as the current state of enterprise development. He also underscored the challenges faced by businesses in their growth journey. The Human Resources and Social Security Bureau will do its utmost to offer policy support, assist enterprises, and jointly promote the economic development of Mentougou District. Subsequently, he put forward recommendations on key HRSS policies that enterprises should pay attention to, including those pertaining to separately listed projects, employment‑stabilization subsidies, postdoctoral workstations, and entrepreneurship competitions. In closing, Director Xue set forth two key requirements for the various divisions within the Bureau: first, to remain firmly enterprise‑oriented, ensuring that policies are effectively implemented to meet business needs, thereby truly bringing policies into enterprises, enabling them to fully understand these measures, and leveraging them to serve their interests; second, to strengthen engagement with enterprises—both in terms of enhancing their visibility and influence—and to intensify efforts in policy communication and outreach.

　　This initiative has not only effectively addressed the challenges faced by enterprises but has also bolstered their confidence in future growth. Lideheng will continue to refine its core business, enhance its innovation capabilities, and strengthen its efforts to attract and retain talent. At the same time, it will elevate the service standards and quality of its incubator, supporting the development of resident companies and contributing to the economic prosperity of our district.
